Projects
Water and municipal infrastructure across Ontario, delivered for owners who had to keep operating while the work went on.
These projects were delivered by Thomas Rapley, Obvert's founder and principal engineer, in roles held before Obvert was founded.
Major water treatment plant expansion
This decade-long program transformed a major lake-based drinking-water facility through three successive construction contracts. The challenge was not simply adding capacity: major new infrastructure had to be integrated into an operating plant, much of it constructed below grade and beneath a heavily used public park.
The role developed across the program from process design and multidisciplinary design coordination through full-time construction administration and commissioning, and ultimately project management. The three contracts included major pumping, treatment, power and operational upgrades and provided direct involvement from detailed design through construction, commissioning and handover.
What we did
- Coordinated multidisciplinary design and construction of a major buried pumping-station expansion, including deep bedrock excavation, low- and high-lift pumping and piping up to 2,100 mm diameter
- Developed pumping and surge-control systems, including large surge vessels and associated process-mechanical infrastructure
- Supported conversion of the treatment process to 16 membrane trains, together with 360 ML/d ultraviolet disinfection, GAC upgrades and washwater and wastewater systems
- Managed a later contract incorporating a new administration, laboratory and control facility, 9.3 MW standby-power system and additional high-head pumping
- Provided full-time construction administration and led consultant commissioning activities on site
Outcome
- Major treatment and pumping expansion successfully integrated into an operating drinking-water facility
- Program increased the plant to approximately 500 ML/d of treatment capacity
- Project recognized with major Canadian water and infrastructure awards for engineering, technology and project delivery
Reservoir and pumping station modernization
A critical regional pumping station required both additional capacity and extensive state-of-good-repair work. The assignment combined a building and pumping expansion with replacement of aging electrical, instrumentation and control infrastructure while the existing water-supply facility remained operational.
The project required close coordination between process, electrical, controls, structural, mechanical and civil disciplines. Construction sequencing was particularly important because new infrastructure had to be installed alongside existing equipment before systems could be progressively transferred and commissioned.
What we did
- Managed expansion and modernization of a 200 ML/d pumping station and associated reservoir infrastructure
- Added space for a new high-pressure pump and a future pump, each sized at approximately 23 ML/d
- Replaced electrical, control and instrumentation systems across the existing seven-pump station, including a new 13.6 kV incoming service and switchgear
- Coordinated pump refurbishment, suction and discharge piping, yard-piping modifications, reservoir repairs and site restoration
- Managed multidisciplinary design, construction support, commissioning and work within the operating facility
Outcome
- Expanded the facility while renewing major aging systems rather than treating capacity and rehabilitation as separate projects
- Established electrical, controls and building infrastructure capable of supporting future pumping expansion
- Building-expansion works reached substantial performance in 2022
New drinking-water reservoir and distribution centre
This greenfield water-storage facility was developed to support long-term growth, system reliability and emergency storage. The centrepiece was a two-cell, 40-million-litre cast-in-place concrete reservoir and associated distribution centre, constructed on a previously prepared fill platform.
Foundation conditions and site development made the project much more than a conventional reservoir design. More than 250 deep caissons were required, alongside major grading, feedermains, site servicing, access roads, drainage, stormwater management and environmental approvals.
What we did
- Managed preliminary and detailed design of the 40 ML reservoir and distribution centre
- Coordinated more than 250 deep foundation caissons together with the structural, process, mechanical, electrical and SCADA design
- Integrated large-diameter feedermains, site servicing, roads, grading and other heavy civil works
- Developed stormwater swales and pond infrastructure, snow-storage areas and site drainage
- Coordinated floodplain, environmental and permitting requirements with conservation and provincial agencies
- Led multidisciplinary QA/QC and third-party technical review
Outcome
- Produced an integrated reservoir, distribution and site-infrastructure design for a strategically important regional water facility
- Resolved significant foundation, environmental and stormwater constraints within a single coordinated design
- Design progressed through procurement, with the construction contract subsequently awarded in 2025
Raw-water pumping station valve replacement
Replacing major valves in an operating raw-water pumping station is fundamentally an operational problem as much as a construction problem. Six large pump discharge systems required new isolation and check valves, flow measurement and associated controls, but the plant still had to maintain sufficient raw-water capacity throughout the work.
Construction sequencing therefore became central to the project. Shutdowns had to be coordinated around plant demand, temporary operating configurations and the availability of the remaining pumps, with later phases reworked as operational requirements changed.
What we did
- Managed design and construction administration for upgrades to six high-capacity raw-water pump discharge systems
- Coordinated large-diameter valves, check valves, flowmeters and associated process piping
- Integrated electrical modifications, instrumentation, controls and SCADA programming
- Developed and revised construction staging around allowable pump and plant shutdowns
- Coordinated site inspection, contractor activities and technical responses during construction
Outcome
- Major process equipment was replaced within a continuously operating drinking-water facility
- Construction staging was adapted to protect water-production capacity during periods of high demand
- All construction phases were completed in 2024
GAC filtration and chemical-system rehabilitation
This operating water-treatment-plant upgrade brought together two very different rehabilitation needs: renewal of granular activated carbon filtration infrastructure and modernization of the plant’s chemical storage, dosing and ventilation systems.
The work required careful coordination because existing treatment and chemical systems remained in service around the construction. The assignment extended from design and contractor prequalification through tendering, site inspection and full construction administration.
What we did
- Managed rehabilitation of GAC tanks, including coating repairs, underdrain work and replacement of filter media
- Coordinated process-piping upgrades and modifications to existing plant connections
- Managed replacement and refurbishment of multiple chemical storage and dosing systems
- Delivered new chemical-room construction and comprehensive HVAC and ventilation upgrades
- Led contractor prequalification, tender support, construction administration and site inspection
Outcome
- Renewed critical GAC treatment infrastructure and chemical systems within an operating plant
- Combined process, mechanical, building and ventilation upgrades into a coordinated construction program
- Carried the project from design and procurement through construction administration and completion
New lake intake and low-lift pumping station
An aging municipal water-supply system required a long-term decision on its raw-water source. The work began with assessment of the existing treatment plant and wells and developed into a new lake-based supply solution, including a raw-water intake and low-lift pumping station.
The assignment moved from system assessment and alternatives evaluation through environmental assessment, public consultation and detailed design. In addition to the intake itself, the project required development of the pumping station and raw-water conveyance needed to connect the new source to the existing treatment system.
What we did
- Assessed the existing water-treatment plant and groundwater sources and developed recommendations for well decommissioning
- Led evaluation and development of a new lake-based raw-water supply
- Managed the municipal environmental-assessment process and public consultation
- Coordinated detailed design of the offshore intake, raw-water piping and low-lift pumping station
- Integrated the new works with the existing municipal treatment and distribution infrastructure
Outcome
- Established a long-term lake-based raw-water solution to replace aging groundwater infrastructure
- Advanced the preferred solution from assessment and environmental approvals into detailed design
- Detailed design subsequently progressed to construction procurement, with the intake and pumping-station works tendered at approximately $15M
